Parkland Community Health Plan (PCHP) was started in 1999 by Parkland Health & Hospital System. PCHP is a managed care organization that provides services for Texas Medicaid STAR and Children’s Health Insurance Program (CHIP) recipients in Dallas and surrounding counties.

The purpose of the Parkland Community Health Plan (PCHP) Special Investigations Unit (SIU) is to implement an effective compliance program that includes prevention, investigation and pursuit of fraud, waste, and abuse violations.

The Clinical SIU Investigator ensures PCHP's accountability for compliance by overseeing, follow-up and resolution of investigations in partnership with state and federal programs.

MINIMUM SPECIFICATIONS 

Education

  • Bachelor's degree in Nursing or a related field is required.

Experience

  • Four years of related clinical experience in the field of obtained license.
  • Three years Medicaid or CHIP Fraud, Waste, and Abuse investigatory experience.
  • Experience in provider education, a managed care organization or medical record auditing is preferred.

Equivalent Education and/or Experience

  • Four years of experience in Medicaid or Chip utilization review may be substituted for the 3 years of Medicaid or CHIP Fraud, Waste, and Abuse investigatory experience requirement.
  • Licensed Vocational Nurse (LVN) with four years of Medicaid or CHIP Fraud, Waste, and Abuse investigatory experience may be substituted for the required education and clinical experience requirement.

Certification/Registration/Licensure

  • Must have a current, unrestricted license in the State of Texas (or compact license) of at least one of the following: RN, LPC, LCSW, LMHC, LVN, PT, OT or ST license.
  • Must be currently certified and in good standing or obtain certification within twelve (12) months of hire with one of the following: Health Care Anti-Fraud Associate (HCAFA), Accredited Health Care Fraud Investigator (AHFI), Association of Certified Fraud Examiners (CFE), or National Health Care Anti-Fraud Association (NHCAA).

Responsibilities

  • Performs complex retrospective and prepayment reviews of medical records to identify potential abuse and fraud and inappropriate billing practices.
  • Investigates, analyzes, and identifies provider billing patterns to recommend payment based on medical records, claim history, billing codes, regulatory and state guidelines, and policies
  • Prepares summary of findings and recommend next steps for providers.
  • Identifies preventative measures and recommends changes to internal policies and procedures and/or provider practices to prevent future fraudulent and erroneous practices.
  • Consults investigators to identify abuse and fraud by utilizing clinical and coding expertise to analyze patterns in billing activities.
  • Performs onsite audits in conjunction with investigators and/or managers.
  • Reviews providers¿ claims history, licensure, and specialty. Assesses providers by interviewing staff, examining the facility and equipment, and reviewing medical records.
  • -Provides instructions to the claims department for prepayment reviews.
  • Assists SIU Manager as needed with training new hires, answering questions from employees, auditing work of non-clinical investigators and assisting with provider education.
  • Audits medical records to identify inappropriate billing practices and determine medical necessity through extensive review of claims data, medical records, corporate policies, state/federal policies, and the interpretation of practice standards.
  • Consults with Chief Medical Officer and other PCHP personnel to clarify medical necessity and billing appropriateness.

  • Responds to Requests for Information (RFIs) from National Benefit Integrity MEDIC, U.S. Office of Personnel Management Office of the Inspector General (OPM OIG), State Departments of Insurance (DOI), and other law enforcement agencies, as appropriate.

Parkland Community Health Plan's (PCHP's) Contract Analyst is responsible for contract support and administration while following established PCHP and Parkland policies and procedures.

MINIMUM SPECIFICATIONS

Education: - Bachelor's Degree in Business Administration or a related field.

Experience:

  • Must have three (3) years of contracting, legal, or data analysis experience.
  • Prefer experience in healthcare.
  • Prefer contract administration experience.

Responsibilities: 

  • Develops and maintains a database of all current and expired contracts and agreements involving PCHP to ensure compliance with Parkland policies and procedures. Adds new contracts appropriately to the database and removes expired contracts to ensure information is up to date.
  • Initiates renewal and amendment process of contracts and agreements.
  • Maintain working knowledge of all pertinent contract terms and provides recommendations for potential contractual modifications.
  • Collaborates with Contracts Manager and various PCHP teams regularly to review compliance with contractual metrics.
  • Facilitates final contract approval and execution process.
  • Manages invoice receipt and payments and monitors the PCHP Finance email account.

Parkland Community Health Plan's (PCHP's) Health Services Associate is responsible for supporting the Health Services Department by providing support for case management, clinical appeals, discharge planning, disease management, population health, behavioral health and utilization review processes. The Parkland Community Health Plan (PCHP) SSI Specialty Coordinator is responsible for screening and processing potential health plan members and working with the Social Security Administration to enroll eligible members who meet criteria for enrollment in the Supplemental Security Income (SSI) program. 

MINIMUM SPECIFICATIONS

Education

  • Five years of experience in a Health Services or Healthcare environment working with Social Security, Medicaid or Medicare.

Responsibilities

  • Works in tandem and supports the Care and Utilization Management Departments in identifying and enrolling members in the SSI program.
  • Gathers necessary documents and evidence to support proof of eligibility / disability for potential SSI eligible members and files applications for public benefits for individual clients.
  • Performs follow up with members and Social Security Administration (SSA) regarding SSI interview date, to ensure all appointments are set up and communicated.
  • Functions as the member's Public Benefits Advocate (PBA) assisting the member at the initial SSI interview, appeals any denials, represents member at administrative hearings when required, and negotiates with the appropriate administrative agency as the members representative in order to secure maximum benefits. Accompanies member to interview and arranges for member transportation if needed.
  • Assures that all needed documentation is submitted in a timely manner to SSA. Ensures that the member and/ or agency has submitted documentation to the appropriate resources as needed
  • Maintains SSI database records appropriately, including filing information, and creating activity reports in order to ensure reliable data is available.
  • Maintains proper SSI filed cases arranged in a manner consistent with departmental policy. Responsible for initiating paper files, electron files, completing computer entry forms, maintain own computer database and managing own caseload workflow.
  • Monitors membership database to ensure that members who obtain Social Security Income are converted to the appropriate Medicaid type program and provide regular status reports.

This person will use graphic design and creative skills to help promote the visibility, brand consistency, and recognition of Parkland Community Health Plan in a positive way through application of our branding, related graphics standards, and content.
